PUBLIC COMMENT

A Tatamy Road resident who’s experienced flooding in recent rain events, told the Supervisors that problems continue in his area including washouts at the intersection at West and 1st Street and at several areas on Mt. Vernon. A sinkhole has also opened up on his property. The Engineer said that that area has inadequate elevation so the water tends to pool. He’s investigating the feasibility of installing a public storm water system.

A resident from Metro Ave. reported that his neighbor’s pool overflows during heavy rain events which causes his basement to flood, resulting in significant damage. He said he called the Zoning Officer six times before receiving a response. He’s had gutters and a sump pump installed on his property but fears another storm event.

The supervisors said the deadline for filing a claim with FEMA has passed but recommended both residents file anyway. The link is on the Township’s website:  https://uppernazarethtownship.org/news_detail_T2_R28.php

ENGINEER

Approval to pay for a traffic study at SR 946 and Knauss Road. There are problems with the sight lines in that area and, with increased traffic, officials fear more accidents (Recently, a truck hit a house on that corner, injuring someone). The study is not to exceed $18,780 and the cost will be shared equally between UNT and Bushkill Township.

The Engineer reported on a field meeting with the Public Utilities Commission last week at concerning proposed improvements to the Rail Road Crossing on Gun Club Road. A long conversation about materials and responsibility for future repairs of the crossing took place. The supervisors voted to rescind their previous motion for using precast concrete at the crossing (as opposed to asphalt) and shifting responsibility for future repairs to Norfolk Southern. The PUC will draft an agreement.

SOLICITOR

Approval of Resolution of No. 23-09, the Nazareth Area Multi-municipal Comprehensive Plan Implementation Agreement. (The Plan was previously approved by the Board.)

Approval of an Improvements Agreement between UNT and Overlook at Nazareth, LLC ($384K)

Approval of a Grant of Easement Agreement between UNT and Overlook at Nazareth, LLC for a recreational trail. Cost charged – $1.00.

Approval to execute the Stormwater O&M Agreement for Overlook Estates Lot #1, 2, 3, and 4.

Approval to acknowledge the receipt of a petition from Chrin concerning property on Tatamy Road which is divided between UNT and Palmer Township. Gary Asteak reported that Palmer is not cooperating with UNT on this recommended that the Board table the issue at this time.

Gary Asteak also reported the Township has received a request from residents on 2nd to vacate the paper street that runs past their house.

Approval to appoint Angela Strohl as the Assistant Zoning Officer

POLICE

Approval to sell 3 sets of truck seats for $75 each.

FIRE DEPARTMENT

The Fired Department reported that they have a purchase agreement for a new Pumper Truck. The truck will cost $1.2 million and won’t be delivered for 40-60 months.
