Hercules Cement files to close landfill

Notice is hereby given that on or about July 15, 2024, Hercules Cement Company filed a Final Closure Certification Report with the Pennsylvania Department of Environmental Protection (DEP) pertaining to its permitted captive residual waste landfill located on Hercules Cement Company property in Upper Nazareth Township, Northampton County, Pennsylvania.

The Final Closure Certification Report has been prepared in conformance with the requirements of §287.34 and §287.342 of Pennsylvania’s residual waste regulations. The Final Closure Certification report provides for the permanent closure of the landfill.

The permitted residual waste landfill (Solid Waste Permit No. 300693) operated from 1980 to 1997 solely for the disposal of cement kiln dust generated by the adjacent Hercules Cement Company cement manufacturing facility.

As part of its Final Closure Certification, Hercules Cement Company demonstrated that groundwater quality met the statewide health standards (SWHS) at the identified compliance points. In addition, the Final Closure Certification Report demonstrates that all applicable operating requirements of the residual waste regulations, the environmental protection acts, title §287, the permit, the approved Closure Plan and orders of the Department have been complied with.

Copies of this report will be available for review at the Northeast Regional Office of DEP at 2 Public Square, Wilkes-Barre, PA. Availability of the DEP office for review of the report will depend on current DEP requirements. Fees for copying may be charged by DEP.

The host community, Upper Nazareth Township and Northampton County may submit comments to the DEP within sixty (60) days of the receipt of the Report. DEP will also accept and consider comments from the public during the Report review process.
