ANNOUNCEMENTS/EVENTS
The township office on Newport Avenue is currently under construction. Residents can enter through a side door. The box for Real Estate tax checks has been mounted onto a fence.
There is an open position on the Environmental Advisory Committee. Residents who’d like to serve should send a Letter of Interest to the Township Office.

PUBLIC COMMENTS
A Tatamy Road resident requested an update on the stormwater management plan for that area. Scott Sylvainus said that the township had received a letter from the cement company and that the engineer has send a response.
ENGINEER
Approval of a request for a Letter of Credit Reduction for Overlook Estates from $384,075 to $160,845, with $160,845 remaining in the account.
Approval of a Change Order for work on the Sycamore/Tewksbury basins to line areas with rocks and prevent erosion for $8,600 and $4,200 for each area.
Streetlights are being installed in Scenic View.
ENGINEER/CARROLL ENGINEERS
Approval of a Letter of Credit Reduction for the Tadmor 2 Project from $8,330,586 to $1,168,688, releasing $6,864,897 to the applicant.
Supervisors pointed out that some of the landscape plantings have died and need to be replaced.
Developer Northpoint requested a change to sections 18a and 18b of the Land Development Improvements Agreement requirements. The Development manager said that the township improvements are mostly completed but the PennDOT improvements are behind. The work with Norfolk Southern on the Rail Road crossing will start in September. There is a problem with the turn lanes and stormwater work at Route 248 because utility poles have to be moved. If the permit from PennDOT is delayed, the work could be pushed into next year.
Supervisors approved an extension on 18a issues (related to township regulations) to July 19, 2025.
Section 18b pertains to occupancy. The developer said the building is completed, but vacant. No one has leased it yet. Northpoint requested a change so they could prep the building for occupancy with bathrooms and office areas, etc., even though required improvements to the property have not been met. Solicitor Gary Asteak said that the 18b provision was not boilerplate, but added to the contract by the township.
Brian Sayago pointed out that Newburg Road is closed and will be for some time and wanted to know if the developer had planned for that possibility. Supervisors recommended that the Tadmor people come back in August. If they have an HOP for PennDOT and have met all conditions, the township may be able to give them an extension. Tadmor representatives pointed out that carrying an empty building for 18 months would present a financial issue for them.
SOLICITOR
Approval to advertise the Stormwater Management Ordinance.
Approval of Resolution No. 24-11, for the final land development plan from Endeavor Enterprises for 373 East Lawn Road. (This is the old Road House property)
TOWNSHIP MANAGER
Approval of the IT Disaster Recovery Plan.
Approval to redeem a $250,000 Certificate Deposit from the General Fund.
Approval to renew a $500,000 Certificate of Deposit for 9 months from the Open Space Fund.
Approval to redeem a $152,175 Certificate of Deposit to use as a match for building renovations at the township building.
PLANNING AND ZONING
Approval of an Extension Letter for Schoeneck Overlook until September 30, 2024. Scott Sylvainus says Chrin intends to submit a new plan for the project.
Approval for an Extension Letter for Overlook Estates West until September 30, 2024.
Approval to widen part of Michaels School Road from 16’ to 22’ on the west side. This improvement is for a new development and the construction shouldn’t cost the township anything.
PUBLIC WORKS
Approval of an increase for a worker to a Labor 1 position, $31,15/hour.
Approval to purchase a Ventrac Tractor for $54,859.
ENVIRONMENTAL ADVISORY COMMITTEE
William Bartlett reported that the committee needs more information from vendors for the Trail feasibility study.
EAC has received a plan from Edge of the Woods for open space property at Newburg/Gun Club Roads. The plan will likely include nut trees. More details will be presented to the Board in August.
