Supervisors approve the 2025 Budget –no tax increase this year

Upper Nazareth Supervisor’s Meeting – December 4, 2024

ANNOUNCEMENTS/EVENTS

The Northampton County Burn Ban will expire at midnight on Dec. 13th unless Council votes to extend it. Per the Fire Chief, a Burn Ban is currently in place for Upper Nazareth Township.

There is an open position on the Environmental Advisory Committee (EAC). Residents interested in serving should send a Letter of Interest to the Township Office.

December 13th – Last day for leaf pickup

January 6,2025 – Reorganization meeting

March 29, 2025 – Wellness Day at Liebert’s Field (Rain date – March 30)

PUBLIC COMMENT

A Broad Street Extension resident commented on the proposed zoning changes to the field next to the Intermediate School, asking if the township could get a grant to buy the property. She pointed out that Lower Nazareth has been getting grants to preserve open space and, with the risk of sinkholes in that area, it would be better to keep that parcel as farmland for public safety. A woman in western Pennsylvania died recently after falling into a 30 foot sinkhole.

SUPERVISOR COMMENTS

Brian Sayago introduced a Purchasing Policy to give guidance for staff who make purchases. Lisa Klem provided an updated copy of the township’s credit card policy. Supervisors voted 2-to-3 against adopting the policy. Mike Rinker said it should be up to the manager to draft the policy and bring it to the Board for approval.

TOWNSHIP ENGINEER

Approval for up to $3,000 to pay for a traffic study at the intersection of Gun Club Road and Blossom Hill Road. This is in response to a request at the Nov. 20th meeting to put in a permanent stop sign at that intersection. The engineer anticipates the study will be completed in two weeks.

TOWNSHIP MANAGER

The Township has received $300K from an LSA grant to pay for the expansion to the township building.

The 2025 Budget DOES NOT include a tax increase.

Approval of the 2025 General Fund Budget.

Approval of the 2025 Real Estate Tax Rate and 2025 Special Library Tax.

Approval of the Act 511 Taxes.

Approval of the 2025 Liquid Fuels Budget.

Approval of the 2025 Recreation Budget.

Approval of the 2025 Library Budget.

Approval for the HomeTown Press to publish the 2025 Spring and Fall Newsletter.

Approval to make the budgeted $30K donation to the Nazareth Regional Ambulance Corps.

PLANNING AND ZONING

Approval to advertise a Public Hearing and Adoption of the Zoning Ordinance to be presented at the meeting on January 15, 2025.

Approval for a Letter of Extension for Schoeneck Overlook till January 31, 2025.

RECREATION

Kristin Mullen thanked Public Works, the Police Department, the Fire Department, Zanetti’s and Santa for participating in the Tree Lighting Ceremony on November 29th.

EAC

Approval to use up to $59,590 in Open Space funds for a Trail Feasibility Study.

Tabled: a motion to pay $500 for an appraisal of a 2-acre parcel of land for a potential acquisition of open space.
