ANNOUNCEMENTS/EVENTS
There is an open position on the Environmental Advisory Committee (EAC). Residents interested in serving should send a Letter of Interest to the Township Office.

PUBLIC COMMENTS
A Penn Allen Road resident told the Supervisors that speeding continues to be a problem on their section of the street and that a neighbor has witnessed two cars racing north on more than one occasion. She offered to let Public Works use her driveway to put up the speed monitor. Brian Sayago requested the complaint about the condition of the shoulders on the road be put on the agenda for June.
I asked about the agenda item to discuss the Tax Collector’s salary and if that meant that the township would no longer take $4,000 from the Library tax to pay for putting out two bills, something that was cancelled after the first year as it resulted in chaos. Brian Sayago said that the township should have fixed this issue before February and, as the position is up for election this year, it isn’t possible to make that change now. I suggested they speak to the Library Director as there is a code which governs Pennsylvania libraries and it was my understanding that, if a tax is levied to support a library, the funds cannot be diverted to another purpose.
SUPERVISOR COMMENTS
Brian Sayago discussed the salary for the tax collector which includes $4K from the Library tax. Kristin Mullen asked why the township couldn’t charge for fees incurred? Lisa Klem said that the library does not currently pay for printing or postage of the bills, but they used to. William Bartlett requested that, beginning in 2029, no money from the Library tax would be used to pay the tax collector. Brian Sayago motioned for a Resolution to set the tax collector’s salary at $12K beginning in 2030. Motion passed 3-to-1 (Mullen against).
Brian Sayago brought up the property at 373 East Lawn Road (the old Ranch House) which is in bad condition and may pose a risk to public health should a big storm blow through. The developer was supposed to post $10K in escrow in 2023, but has not done so. UNT has gotten two bills related to this property and the building continues to deteriorate. Brian asked about initiating a process to condemn and demolish it at an estimated cost of $25K. Kristin Mullen pointed out that we would be doing the developer a favor by taking that action. Gary Asteak said that to condemn it, the township would have to buy the building and go to court and ask a judge to declare it a public nuisance. Scott Sylvainus said that the developer has begun to clean up the property and Lisa Klem said the developer was supposed to speak with the Zoning Officer soon. Brian suggested the Board get an update on the situation at the second meeting in June so the township could determine if there is a need to hire a structural engineer to do an evaluation. Gary pointed out that there is an approved plan in place for the property.
TOWNSHIP ENGINEER
The engineer is putting together a draft of a Master Plan to address the drainage issues in Farmview Estates. It will likely involve pipes and inlets to direct water to the south side of Tatamy Road. It will probably improve the stormwater runoff, but may not solve it.
A plan and estimate for rehabbing the Penn Dixie Bridge is in process.
The developer for the Tadmor 2 project still has to upgrade the Rail Road Crossing.
Construction has started on Overlook Estates West.
TOWNSHIP SOLICITOR
A Zoning Appeal meeting for May 28th for 155 apartments on the field next to Calandra’s Cheese on East Lawn Road will be rescheduled.
TOWNSHIP MANAGER
Approval of a $35K bid from Carroll Engineering to update the SALDO.
Approval to put out a bid for the source and planting of trees and shrubs at Harvest Grove.
UNT was awarded an LSA grant for a new Police vehicle.
RECREATION
Approval to install a Porta Potty at Liebert field during the park season at a cost of $85/month.
Approval to install 3 Doggie Stations—1 at Liebert’s Field and 2 at Tuskes Park—at a cost of $229 each.
Becky Bartlett covers these meetings because citizens have a right to know what their government is doing.
