Upper Nazareth Supervisor’s Meeting – July 2, 2025

ANNOUNCEMENTS/EVENTS

There is an open position on the Environmental Advisory Committee (EAC). Residents interested in serving should send a Letter of Interest to the Township Office.

PUBLIC COMMENTS

A City View Drive resident reported drivers speeding through his neighborhood and asked if speed limit signs could be posted. (Shawn Shupe of Public Works said he would take care of this.) The resident also complained about a blighted property on the street, saying the yard is overgrown. He said the neighborhood does not have an HOA, but he heard the developer put in Rules & Regulations in the founding documents. Solicitor Gary Asteak suggested the Zoning Officer look at the property in question and recommended the homeowner check his deed and the subdivision plan. Covenants on properties, if they exist, are enforceable by other property owners in the neighborhood.

Police Chief Cope spoke about recent complaints concerning speeding on Penn Allen Road. He said they surveyed 201 vehicles in that area, measuring an average speed of 32.81 mph with 52 mph as the highest recorded. He requested that the Supervisors don’t do an engineering study at this time. The Police Department will monitor the area and revisit the situation in January 2026.

TOWNSHIP ENGINEER

The concept plan for stormwater in Farmview Estates is still in development.

TOWNSHIP SOLICITOR

Approval, upon submission of a letter of credit, of a subdivision improvement agreement with the developer of Overlook Estates West.

TOWNSHIP MANAGER

Approval of Resolution No. 25-13 to apply for a Local Share Account Grant out of Monroe County for a Fire/Police Truck.

Tabled – a bid to add a fire alarm system to the new section of the township building.

The township received a $9,323 quote to install a 5’ x 10’ sign for in front of the building. Supervisors requested asking the Nazareth Sign Company for a quote for a six or eight foot sign.

PLANNING & ZONING

Scott Sylvainus said that the Planning Commission will hold a meeting on July 10th at 7:00 PM and that the proposed development of 154 apartments at the Calandra’s Factory on East Lawn Road will be on the agenda. (Note: the project is called Aspire Nazareth. The developer is an LLC called One More Properties, but lists the same address as Tuskes Homes.) Fire Chief Jeff Fassl said he has not received a plan from the developer for this project and his department has concerns about fighting fires in two and three story buildings. The Zoning Officer has denied the proposal for 154 apartments, claiming that the density would not be in compliance with the Zoning Map. An appeal of the denial of the Zoning Officer will be held on July 30th at 6:30PM at the township office.

EAC

Approval to reject all bids received for the Tree and Shrub installation at Upper Nazareth Harvest Grove and to readvertise the project with a 1-year maintenance bond.

POLICE DEPARTMENT

Police Chief Cope reported that the Ranch House on East Lawn Road shows signs of rodents and there are visible holes in the building. Manager Lisa Klem said they had been in touch with the developer and that he expects to move forward with the project after July 16th. He will be required to hire an exterminator to treat the property.
