PUBLIC COMMENT

Two residents from City View Ave complained about a developer from Kay Builders planting flags in their yards, saying street trees would be installed on their property. Township Manager Lisa Klem suggested they call the Kay office which both said they had done. Their houses aren’t in the new Kay Builder development so there was a lot of confusion.

A resident from N. Broad Street inquired about the weed Ordinance, saying that her neighbor had allowed their grass to get 16 inches high before it was cut. She had contacted the Zoning Officer about it.

I relayed a complaint about the streetlight on the corner of 4th Street and Farmview Ave having been out since 2022. While Public Works has attempted to fix it, it still isn’t working.

APPOINTMENT OF DEPUTY CHIEF OF POLICE

Mark Herman was sworn in to the new position of Deputy Chief of Police. Officer Herman has over 19 years of service with Upper Nazareth Township and was administered the Oath of Office to much applause.

SUPERVISOR COMMENTS

Brian Sayago asked if some funds from the Liquid Fuels Budget and Open Space could be moved into Certificates of Deposit. Lisa Klem said they probably couldn’t move Liquid Fuels funds, but would check into the current rates on CDs. (The township checking account currently pays 3.1%.)

Brian Sayago expressed concerns about the building at 373 E. Lawn Road. The property is dilapidated, vermin infested and could pose a hazard in a bad storm. While the owner has paid his outstanding balance with the township, Brian suggested that the Supervisors discuss potential solutions to the property at their second meeting in September.

Brian Sayago also offered to donate some 1860 maps of UNT and LNT to the township and the offer was accepted.

TOWNSHIP ENGINEER  – Farmview Drainage Study

Justin Coyle from Carroll Engineering did a presentation on stormwater drainage issues in the area bordered by Tatamy Road to the South, Mt. Vernon to the West, 3rd Street to the North and Central Ave to the East. Mr. Coyle says he has witnessed standing water in the area after a recent rainstorm of less than 1 inch.

Initially, the discharge of stormwater was to be directed to pipes under Tatamy Road but those pipes are clogged and the swale to the south isn’t functioning as intended.

Mr. Coyle presented a Phased Infrastructure Improvement Plan which would expand the collection and conveyance network by increasing the capture of stormwater at low points and conveying it to a rehabilitated swale. Curbs would be added along the roadways to help direct water and Friedenstahl Ave would be repaved, adding a pitch to the road. The underground pipes would also be replaced.

Cost of the first phase – $586,092.20

Cost of the second phase – $298,042.80 (West of Friedenstahl Ave)

Cost of the third phase – $120,254.40 (East of Cherry Lane)

The swale along Tatamy Road is the responsibility of PennDOT, but hasn’t been maintained in over 25 years. Brian Sayago asked if just cleaning up the swale would improve the drainage but Mr. Coyle said ‘no,’ the water isn’t getting to the swale, the piping needs to be replaced.

Pam Berlew recommended the township put in sidewalks and Scott Sylvainus said the Trail Feasibility Study is looking into that.

The project is expected to improve flooding along Tatamy Road but won’t address stormwater on private property.

Approval to award a bid to install Trees and Shrubs at Harvest Grove to Edge of the Woods at a cost of $110,845.98.

TOWNSHIP MANAGER

Approval of the 2026 Police Pension MMO.

Approval to file an application with the County for Parcel K6 20 1 to remain in Act 319.

Lisa Klem announced that the Heat Pump in the Police Station didn’t need to be replaced, the contractor was able to repair it.

PLANNING AND ZONING

Approval for an Extension Request for the Nazareth Borough Yard Waste Facility to December 31, 2025.

Approval of an Extension Request for Aspire Nazareth Plan #1 and #2 to October 31, 2025.

Approval of an Extension Request for The Estates at Silvercrest to March 20, 2026.

POLICE DEPARTMENT

Approval to accept a resignation from a part-time officer effective 8/24/25.
