SUPERVISORS

Brian Sayago asked about some recent work PennDOT had done on the swale next to Tatamy Road and wanted to know if that would alleviate flooding in the Farmview Estates development. Public Works Director Shawn Shupe reported that the swale has been cleaned of brush, but it hasn’t been graded yet. PennDOT may not get to that until spring.

Approval of the 2026 General Fund Budget.

Approval of the 2026 Act 511 Taxes (these include the Real Estate transfer tax, Open Space tax, etc.)

Approval of release of Improvement security Line of Credit for Overlook Estates West by $241,514.02

TOWNSHIP SOLICITOR

Gary Asteak reported on the land at the corner of Friedenstahl Ave and East Lawn Road, where One More Properties LLC wants to build apartments in a development called Aspire Nazareth. Last week the NASD School Board moved to authorize condemnation of the property for administration buildings and sports fields.

From the 11/25/25 School Board’s meeting agenda: Motion to approve the resolution as presented to the Board to condemn property with a primary address of 350 and 370 East Lawn Road, Upper Nazareth Township, Northampton County, Pennsylvania, and which encompasses parcel numbers J8-11-2A 0432 and J8-11-2A-1 0432 through eminent domain, and to authorize special counsel to take all necessary steps to pursue the condemnation.

At their October 29, 2025 Zoning Hearing Board, One More Properties LLC requested more time to file a new plan for Aspire Nazareth. (The original plan, denied by the Zoning Officer, was for 154 apartments.)

As the township has one year from the original submission of a project to invoke the provisions of the official map, Gary Asteak recommended the Board order a survey and appraisal of the property.  (The plan for Aspire Nazareth was filed on May 12, 2025). The official map designates 1 ½ to 2 acres for recreational use. (That portion is located behind the Calandra’s Cheese factory alongside Clipper Field.) A resident asked why the township hadn’t done this a year ago and Scott Sylvainus explained that they couldn’t act until after they’d received a proposal for development.

The Supervisors unanimously approved a motion to perform a Survey and Appraisal of a portion of the Calandra Property to be paid for with money from the Recreation Fund. Gary said he would notify the land owner.

Later in the meeting the Supervisors approved an Extension Request for the Aspire Nazareth project until January 31, 2026.

Approval for an Extension Request to May 31, 2026 for the Nazareth Borough Yard Waste Facility.

Approval of a Conservation Easement draft dated 11/17/25 by a vote of 3-to-2 (Sylvainus and Sayago voted against).

Approval for Gary Asteak to add language to the Conservation Easement making it clear that any development would be governed under Zoning and SALDO rules by a vote of 4-to-1. (Sylvainus voted against).

William Bartlett announced that plantings at Harvest Grove have been completed for this year.
