ORDINANCE No. 206 – SALDO Amendment

This ordinance concerns subdivisions and land development. Gary Asteak introduced it to the Board, reporting that it had been approved by the Planning Commission, the NazCOG and LVPC. Julie Wagner-Burkheart, an attorney representing the Nazareth Area School District (NASD) and Heidelberg spoke about 22A-110 as it related to ‘alternative plans’ which stipulates that there can only be one active development plan before the township at any time. In reference to the Calandra property, which NASD acquired through the courts, the development company One More Properties has a plan on file. Ms. Wagner-Burkheart wanted to know how this would be handled as the school district plans to develop that property.

Gary said that he’s had several discussions with attorney Victor Scomillio about this and that the township is waiting for a formal request from NASD. Ms. Wagner-Burkheart claimed she had contacted him on this matter and Gary repeated that he is waiting for a FORMAL request, that the ordinance must be adopted first and that NASD has yet to file a plan. Also, if One More Properties chooses to seek litigation, that will be between them and NASD. The township won’t be involved.

Ms. Wager-Burkheart then spoke about Heidelberg Materials, pointing out that they are regulated by DEP. A form the state requires them to submit makes UNT’s KARST regulations redundant.

The Board approved Ordinance No. 206.

COURTESY OF THE FLOOR

A Mitchell Avenue resident asked about the township’s position on E-bikes. He reported that juveniles are speeding and running through intersections on these high-powered machines and it poses a safety hazard.

SUPERVISORS COMMENTS

Approval for the resident at 3493 Daniels Road to connect to the sanitary sewer.

TOWNSHIP ENGINEER

The Engineer reported on the failed stormwater pipe on Route 191 and said he’s been trying to get an update from PennDOT about the repair.

He also asked PennDOT about the swale along Tatamy Road. PennDOT told him that their equipment broke down but they hope to have it cleaned out before school starts. Also, they plan to look at the pipes along the road to see if they can be cleaned out.

Work continues on the Penn Dixie Bridge. A guide rail needs to be installed and it needs to be paved. Construction should be completed by the end of July/beginning of August.

TOWNSHIP SOLICITOR

Approval of the nomination of JR Williams to the Nazareth Ambulance Corp by a vote of 4-to-0. (JR Williams abstained) Nazareth Borough Council will have to confirm the appointment.

TOWNSHIP MANAGER

Lisa Klem reported that the grant for the Fire/Police truck has been received and the vehicle can now be ordered.

7,713 pounds of electronics were collected at the E-recycling event. Northampton County will reimburse the township for the cost.

EAC

William Bartlett announced that EAC will have a table at the 250th Anniversary Celebration this Saturday and that they will have information on proposed trails in the township and on Harvest Grove.

Becky Bartlett covers these meetings because citizens have a right to know what their government is doing.
