ZONING ORDINANCE No. 205

Approval to adopt a zoning amendment addressing specific regulations for data centers and honeybee apiaries.

Victor Scomillio, special counsel for the Nazareth Area School District, addressed the board with concerns about the property on the corner of East Lawn Road and Friedenstahl Ave. The school district plans to renovate the factory to serve as an administration building and to develop a softball field, a baseball field and a multi-purpose field (i.e. soccer, field hockey, etc.) He claimed there is no provision for lights. Mr. Scomillio expressed concern with how a proposed zoning ordinance would calculate parking. The district’s plan is for 182 parking spaces around the administration building. The zoning ordinance could require 372 or 424 spaces. Mr. Scomillio requested a meeting with township staff before the plan is sent to LVPC for review. Solicitor Gary Asteak pointed out that the proposed submission is just the beginning of the formal review process and the purpose is to get feedback. There will be time to make changes later.

A resident asked what would happen if the fields cease to be practice fields and become permanent fields for games? Scott Sylvainus told her that, should that happen, it would be addressed by the municipality.

A resident asked a question about sewer on the Penn Dixie cement plant and the supervisors suggested he speak to the developer.

TOWNSHIP ENGINEER

Approval of a letter of credit reduction for the culvert at Heritage Village from $110,191 to $12,243.

The Engineer reported that PennDOT cleaned out the culvert along Tatamy Road back in 2026 and was supposed to replace some of the stormwater pipes but didn’t due to winter weather. The township will reach out to PennDOT to get an update on the project.

TOWNSHIP SOLICITOR

Approval to commence the maintenance period for the culvert at Heritage Village for 18 months, which will end in December 2027.

Approval to sent a Zoning Ordinance Amendment on Parking and TIMP to the Planning Commission, LVPC and NAZCOG for review and comments.

TOWNSHIP MANAGER

Approval to an update of the Employee Handbook. (It was last amended 11 years ago).

Approval of a request for a letter of credit reduction for Heritage Village Phase 5-6 from $791,670 to $210,298.

Approval to renew Signal Service Traffic Signal for a two-year maintenance contract.

RECREATION

“Finding Nemo” was shown at Tuskes Park last Saturday.

The Recreation Committee will participate in the Kazoo parade and other events with Nazareth Borough on July 4th. Line up for the Kazoo parade begins at 9:00AM at the high school.

EAC

William Bartlett reported the township received a Bowman’s Hill Wildflower Preserve Ecological Stewardship award for best large-scale project for Harvest Grove at the 2026 Native Plant conference on June 12th in Doylestown. The park, located at the corner of Newburg and Gun Club Roads, features a wildflower meadow and fruit and nut bearing trees. It will take 10-15 years for the trees to mature.

POLICE

Approval to sell a 2019 Dodge Durango on Municbid.
